Plus icon for quickly adding topics to topic areas

In strategic topic planning, it should be possible to add a new topic directly to an existing topic area using the plus icon—similar to the story feature. Currently, this can only be done by selecting “Create New” (choosing two levels) and then assigning it via “Briefing” → “Edit,” which is considered less efficient.
